威尔斯柯基犬（又名柯基；英语：Welsh Corgi，复数型可为corgis或辞源一致的corgwn。corgi在威尔斯文中意为矮狗）是牧羊犬中的一个品种（英语：Dog type），原产于英国威尔斯。当前获承认的有两个不同品种：卡提根（英语：Cardigan Welsh Corgi）（Cardigan） 和潘布鲁克（Pembroke）。历史上一般认为潘布鲁克源自于10世纪左右佛兰德纺织者引进的狗，而卡提根则是源于诺尔斯定居者带来的狗，特别是其共同祖先瑞典牧羊犬。这两种有时会用杂交来解释其相似之处。
威尔斯柯基犬平均肩高大约25至30公分、重约30斤，原本培养来放牧牛羊，低矮的身材让他们免于被牛只踢到。而为了更方便自由地放牧，有些柯基会被剪断尾巴，以免尾巴在放牧时被牛羊踩到。柯基犬相当的聪明，是绝佳的伙伴动物，并且在牧羊竞赛跟犬只敏捷竞赛中是出色的参赛者。
1934年起美国育犬协会承认卡提根及潘布鲁克为不同的品种。卡提根是两种中较大的、有著较大的圆耳跟狐狸般下垂的尾巴；潘布鲁克的特征则是较尖的耳朵跟较小的身材。潘布鲁克的尾巴传统上是断尾成平贴的兔尾巴，让他们看起来像无尾。两种的毛色皆非常多样，但在品种间仍有一些差别。
根据犬类智力专家Stanley Coren的研究，威尔斯柯基犬的智商在狗中排第11位，这表明它们拥有出色的学习能力，能快速掌握新指令，并展现出高度的服从性[3]。
潘布鲁克柯基犬以作为伊莉莎白二世的爱犬著名[4][5]，女王随时都养著四只（喜剧电影《憨豆特工》以女王的爱狗成痴开玩笑；剧中的恐怖份子用枪要胁女王签字放弃王位继承权，女王很果断的回绝说“Never（绝不）！”可是枪一指到女王的潘布鲁克爱犬，爱犬露出此品种标准的无辜表情时，女王马上乖乖签字）。
